This was the suggested solutions from Epicor, the one that worked was changing the users PW, then having them re-open the group and close it. Not sure why changing the password releases it.

Resolution
Try one of the following options
OPTION 1
Ask the user that has the group locked to enter the group and exit correctly by going to File – Exit.
OPTION 2
your IT can change the password of the user so you can access the group and then leave the group properly
OPTION 3
Run conversion to unlock group “Unlock transactions with no entry in RJ”
For Epicor Version 9 = Conversion 10250
For Epicor Version 10.0 to 10.500 = Conversion 1190
For Epicor 10.1.600 to 10.2.500 = Conversion 680
For Epicor 10.2.600 and up = Conversion 538
Steps to run the conversion:
• Open EPICOR*
• Click on System Management*
• Click on Upgrade/Mass Regeneration*
• Click on conversion Workbench*
• Click on USER RUN CONVERSION*
• Scroll down and search for RUN SEQUENCE: (Corresponding conversion)*
• Click on the checkbox button on the left of that line*
• Click on ACTIONS*
• Click on RUN PENDING CONVERSIONS*
• EXIT*
• Go back to the Group/process and try to POST*

A window will display, and it will tell you how many transactions were updated.
This didn’t work for us - running 538 - nothing was unlocked.
