I am back to, this just isn’t possible in Epicor (unless you’re blessed by kittens and rainbows). I’ll stick to my story with management that they will need a report if they want to see this field with the proper formatting.

For whatever reason, it works better if you fix it to the top, though management will probably abhor that.
