The only thing I can think of it may be a bug – Epicor had similar bug here:

It is a known bug in Epicor. I went in circles with them on this issue for months. They finally admit it is broke but the problem is they don’t get how critical this is for audit purposes. From Epicor…“ERPS-102300 has been issued for this problem.” Development Task TASK6932261
