It is required because you have CRM enabled. Primary sales person is part of the core functionality of CRM. It is not required on orders because CRM does not touch orders. Regardless it doesn’t matter that it’s required or not. Your choices are, do nothing about it and have people just select it (a minor task in my opinion), or have a customization designed to make it work the way you want.
I’ve already provided code that can get the Sales person from the territory. Use the same methodology to get the sales person from the part record on update of sales order lines. If this is not something you can handle, then hire it out. It will streamline your process and take care of this roadblock. However be warned you could run into trouble if someone adds multiple parts with varying sales people because you will have to account for the many to many relationship of that vs one to one of quote and salesperson.

Our salesperson is found in a customization in the Part file, not in customer. We do have a territory set up for the customer with both salespersons listed but it is the Part file that determines which salesperson should be on
the quote and order, not from the territory or the customer records.
I still don't see the reasoning behind making salesperson mandatory on the quote.
